Cicero Town President Larry Dominick and Cicero leadership testify at Illinois House Committee hearing on regional flooding issues

President Dominick: “This catastrophic event had a profound impact on our community…but despite the challenging circumstances, our community came together in a remarkable display of resilience and solidarity.”

CICERO, Ill. – Today, Town of Cicero leadership testified in front of the Illinois House Energy and Environment Committee during a subject matter hearing titled “Protecting Chicagoland: Regional Solutions to Building Flood and Climate Resilience.” Witnesses included Town of Cicero President Larry Dominick, Cicero Water Department Director Lido Manetti, and School District 99 Board Chairman Tom Tomschin. 

“This catastrophic event had a profound impact on our community, and I believe it is crucial to share my perspective so that we may work together with the members of these panels to devise a regional solution that will aid our constituents for the decades to come,” said President Larry Dominick in testimony submitted to the committee.

“The flood that occurred was of unprecedented magnitude, causing extensive damage to our infrastructure, homes, and businesses. It was a heartbreaking experience for our residents, many of whom lost their property, possessions, and livelihoods…Despite the challenging circumstances, our community came together in a remarkable display of resilience and solidarity.

“The climate crisis is here, and the next flood in our western suburbs and West Side of Chicago is coming,” said State Rep. Ann Williams (D-Chicago), Chair of the Illinois House Energy and Environment Committee.

“The work to fortify and modernize our infrastructure to improve the resilience of our communities in the face of these challenges must begin now, and it must be done collaboratively across the region. That is why we convened this conversation today.”

“This flooding has been partially caused by inadequate and aging infrastructure, but fundamentally, it’s being worsened undeniably by climate change,” said State Rep. Abdelnasser Rashid (D-Berwyn).

“This conversation was important, because we have to work together to land on regional solutions NOW, when we aren’t yet in another emergency and actually have the time to communicate, collaborate, and plan.”

President Dominick also relayed the steps the Town of Cicero took to address the immediate needs in the aftermath of the historic July flooding, including communications, clean up, disaster relief, and more provided by the Town and its partners. Dominick also described an infrastructure assessment underway now to help identify long term solutions to mitigate the potential for flooding in Cicero.

“I am fully committed to working collaboratively to implement recommendations for permanent solutions that can enhance our town’s preparedness and response to future natural disasters,” said Dominick.

“Our priority remains the safety and well-being of our residents.”

CICERO, Ill. – Hoy, el liderazgo del Municipio de Cicero testificó ante el Comité de Energía y Medio Ambiente de la Cámara de Illinois en una audiencia sobre el tema titulada “Protegiendo el área de Chicago: Soluciones Regionales para Construir Resiliencia a las Inundaciones y el Cambio Climático”. Los testigos incluyeron al presidente del Municipio de Cicero, Larry Dominick, al Director del Departamento de Agua de Cicero, Lido Manetti, y al Presidente de la Junta del Distrito Escolar 99, Tom Tomschin.

“Este evento catastrófico tuvo un profundo impacto en nuestra comunidad, y creo que es crucial compartir mi perspectiva para que podamos trabajar juntos con los miembros de estos paneles para diseñar una solución regional que ayude a nuestros electores durante las décadas por venir”, dijo el presidente Larry Dominick en su testimonio presentado al comité.

“La inundación que ocurrió fue de una magnitud sin precedentes, causando daños extensos a nuestra infraestructura, hogares y negocios. Fue una experiencia desgarradora para nuestros residentes, muchos de los cuales perdieron sus propiedades, posesiones y medios de vida… A pesar de las circunstancias desafiantes, nuestra comunidad se unió en una notable muestra de resiliencia y solidaridad.

“La crisis climática está aquí, y la próxima inundación en nuestros suburbios del oeste y el lado oeste de Chicago se acerca”, dijo la Representante Estatal Ann Williams (D-Chicago), Presidenta del Comité de Energía y Medio Ambiente de la Cámara de Illinois.

“El trabajo para fortalecer y modernizar nuestra infraestructura para mejorar la resiliencia de nuestras comunidades frente a estos desafíos debe comenzar ahora y debe hacerse de manera colaborativa en toda la región. Por eso convocamos esta conversación hoy”.

“Esta inundación ha sido parcialmente causada por una infraestructura inadecuada y envejecida, pero fundamentalmente está siendo empeorada innegablemente por el cambio climático”, dijo el Representante Estatal Abdelnasser Rashid (D-Berwyn).

“Esta conversación fue importante, porque tenemos que trabajar juntos para encontrar soluciones regionales AHORA, cuando aún no estamos en otra emergencia y realmente tenemos el tiempo para comunicarnos, colaborar y planificar”.

El presidente Dominick también describió las medidas que el Municipio de Cicero tomó para abordar las necesidades inmediatas en el período posterior a las históricas inundaciones de julio, incluyendo comunicaciones, limpieza, ayuda en caso de desastre y más proporcionada por el Municipio y sus socios. Dominick también describió una evaluación de la infraestructura en curso para ayudar a identificar soluciones a largo plazo para mitigar el potencial de inundaciones en Cicero.

“Estoy totalmente comprometido en trabajar de manera colaborativa para implementar recomendaciones de soluciones permanentes que puedan mejorar la preparación y respuesta de nuestra ciudad ante futuros desastres naturales”, dijo Dominick.
